SECL CVO Himanshu Jain Addresses NTPC Sipat Executives on Ethical and Transparent Public Procurement

Bilaspur, September, 26. As part of the 3-Month Campaign on Preventive Vigilance, South Eastern Coalfields Limited (SECL) organised a knowledge-sharing session on “Public Procurement: Framework, Process & Integrity Safeguards” at NTPC Sipat, Bilaspur, on 26 September 2026.
The session was delivered by Shri Himanshu Jain, Chief Vigilance Officer (CVO), SECL, who highlighted the significance of transparency, accountability and integrity in public procurement.
The session covered key aspects of procurement frameworks, the stage-wise procurement lifecycle, selection methods, policy provisions, contract management and vigilance safeguards.
Shri Jain also emphasised systematic planning, compliance with procurement guidelines, digital procurement practices and strengthening preventive mechanisms to ensure fair, efficient and value-driven procurement.
The session witnessed participation from senior officials, including Shri Vijay Shankar Dubey, Chief General Manager (Head of Project), NTPC Sipat; Shri Surojit Sinha, GM (O&M); Shri Ashok Sarkar, GM (Operation & FM); Shri Lingam Venkat Reddy, GM (Maintenance Department); Dr. Bankim Samaddar, GM (Project Construction); Shri Sanjay Prasad Dubey, GM (Vigilance), SECL; Shri Kundan Rathore, AGM (Vigilance); and Shri Praveen Ranjan Bharti, Sr. Manager (HR/PR/OL), along with officials from various departments of NTPC Sipat.
Through such knowledge-sharing initiatives, SECL continues to promote awareness, strengthen ethical practices and reinforce a culture of transparency, integrity and accountability.
