Cabinet Approves Revised Guest Lecturer Policy, Former Agniveer Recruitment Rules

Raipur, September 30: The State Cabinet, chaired by Chief Minister Vishnu Deo Sai at Mantralaya (Mahanadi Bhavan) on Wednesday, took several key decisions, including approval of the Revised Guest Lecturer Policy-2026 and recruitment rules for former Agniveer soldiers.

The Cabinet accorded post-facto approval to the Revised Guest Lecturer Policy-2026 for Government colleges. Under the revised provisions, in case two candidates from the same category secure equal marks in the merit list, preference will be given to a Chhattisgarh domicile candidate.

The policy has also expanded provisions related to teaching experience. Out of the maximum 30 marks prescribed for experience, five marks will be awarded to candidates who have completed at least five months of teaching in an academic session at a Government college or State university.

The Cabinet further decided to provide former guest lecturers displaced from State universities, along with those from Government colleges, an opportunity for re-engagement against vacant posts, considering their previous experience. The existing period-based honorarium system will be replaced with a workday-based system. The revised policy also clarifies duties, engagement period and casual leave provisions for guest lecturers and other guest academic staff.

The Cabinet ratified the Commercial Taxes Department’s order for reimbursement to cinema halls of the SGST payable on admission to screenings of the film ‘Hanuman Ansh’. The decision follows the Chief Minister’s announcement on September 10 declaring the film tax-free in the State.

The Cabinet also approved the Chhattisgarh Public Service Former Agniveer Soldiers Recruitment Rules, 2026. The rules provide a framework for implementing the 10 per cent reservation already approved for former Agniveers in Class III posts, including Constable, Forest Guard and Jail Prahari. The rules specify eligibility, recruitment criteria, service conditions, reservation and the selection process.
