RAIPUR, SEPTEMBER 9। The State Cabinet, chaired by Chief Minister Vishnu Deo Sai at Mantralaya Mahanadi Bhawan here on Wednesday, approved several important proposals, including the Chief Minister’s Startup and NIPUN Mission, Chhattisgarh Export Promotion Policy 2026-30 and measures aimed at expanding skill development and employment opportunities.
The Cabinet approved the Chief Minister’s Startup and NIPUN Mission, with a provision of Rs 500 crore for the next five years. The mission aims to create new opportunities in employment, skill development, entrepreneurship and innovation for the youth of the State.
Under the mission, Entrepreneurship Development Centres will be established in all 33 districts, besides 100 Emerging Technology Labs and five Industry Excellence Centres. The NIPUN JOB Engine will focus on industry-aligned skill development and formal employment.
The mission is aimed at enabling youth to become job creators rather than job seekers and developing Chhattisgarh as a leading hub for startups, innovation and technology-based industries.
The Cabinet also approved the Chhattisgarh Export Promotion Policy 2026-30, aimed at developing the State as one of the country’s leading export hubs. The policy seeks to strengthen the export ecosystem and logistics infrastructure, improve market access and facilitate trade, while promoting value-added agricultural and industrial products.
The policy will provide entrepreneurs and exporters greater direct access to international markets through e-commerce, trade fairs and exhibitions.
The Cabinet further approved allotment of 10 acres of land free of cost at Tendua village to the Directorate General of Training under the Union Ministry of Skill Development and Entrepreneurship for setting up a National Skill Training Institute (NSTI) at Nava Raipur Atal Nagar.
The institute, to be developed at an estimated cost of Rs 200 crore, will have modern academic, administrative and hostel facilities. It will accommodate 1,000 trainees annually under long-term courses and 3,000 trainees through short-term programmes.
In another important decision, the Cabinet approved increasing the maximum prescribed age limit from 38 years to 45 years for permanent and temporary State Government employees, employees of corporations, boards and autonomous institutions, contractual employees and Home Guards applying for other government services and higher posts. Consolidated standing guidelines will be issued by the State Government.
The Cabinet also approved allotment of four hectares of land near BIT College in Titurdih village for construction of a new Durg District Court building. In exchange, 5.024 hectares of government land at Pahanda village in Patan tehsil will be allotted to Bhilai Steel Plant, with the market value of both parcels being approximately equal.
The decision is expected to facilitate construction of a modern district court complex in Durg and strengthen judicial infrastructure in the district.
