CM Instructs Collectors to Regularly Review Jal Jeevan Mission, Resolve Bottlenecks and Ensure Timely Completion

Raipur, September 10, 2026/

Chief Minister Shri Vishnu Deo Sai has directed officials to accelerate water conservation and Jal Jeevan Mission works in mission mode, stressing that conserving every drop of water and ensuring adequate, clean drinking water for every household are among the State Government’s highest priorities.

Chairing a joint review meeting of the Water Resources and Public Health Engineering departments at the Chief Minister’s Residence Office in Raipur on September 10, Chief Minister Shri Sai said water conservation is not merely a present-day necessity but is directly linked to the water security of future generations.

The Chief Minister reviewed the Jal Sanchay Jan Bhagidari Abhiyan and Jal Jeevan Mission district-wise and asked Collectors to regularly monitor progress, promptly resolve administrative, technical, and implementation bottlenecks, and ensure completion by March 2028.

Jal Jeevan Mission Works to Be Accelerated

Reviewing the Jal Jeevan Mission, Chief Minister Shri Sai said that under the leadership of Prime Minister Shri Narendra Modi, the mission aims to provide clean drinking water through taps to every family. The remaining works in Chhattisgarh should now be expedited on mission mode.

He stressed that creating infrastructure alone is not sufficient. The real objective is to ensure families receive the scheme’s benefits through a regular, adequate supply of clean drinking water. District administrations and the relevant departments must work closely to achieve this goal.

The Chief Minister asked officials to address the review’s identified shortcomings as a priority and to strengthen coordination among all stakeholders to speed up pending work.

Timely Payments for Completed Works

Chief Minister Shri Sai also reviewed payments for works completed under the Jal Jeevan Mission. He directed that payments for works completed in accordance with prescribed quality standards should not be delayed unnecessarily.

He said regular district-level reviews should identify and promptly resolve issues affecting implementation.

Public Participation to Drive Water Conservation

Reviewing the Jal Sanchay Jan Bhagidari Abhiyan, Chief Minister Shri Sai said water conservation should not remain confined to a government programme but should develop into a broad-based campaign driven by community participation.

He directed all districts to go beyond their prescribed targets and focus on building sustainable water security based on future needs and local conditions.

During the district-wise presentation, the Chief Minister appreciated the water conservation works undertaken in Koriya, Dhamtari, Rajnandgaon and other better-performing districts. He said better-performing districts should share their experiences and working methods with other districts to strengthen water-conservation efforts across the state.

Secretary of Water Resources Department, Shri Rajesh Kumar Toppo informed the meeting that Chhattisgarh is among the country’s leading states under the Jal Sanchay Jan Bhagidari Abhiyan and that districts have been directed to work towards surpassing their prescribed targets.

Quality and Timely Completion to Remain Priority

Chief Minister Shri Sai directed officials to monitor water conservation works continuously at the district level and immediately rectify shortcomings. He emphasised that there should be no compromise on construction quality and that sanctioned works must be completed within prescribed timelines.

He also directed officials to prepare notified maps for all districts under the Jal Sanchay Jan Bhagidari Abhiyan. The Chief Secretary will regularly review the campaign’s progress.

Districts to Prepare Water-Security Action Plans

The Chief Minister directed Collectors to prioritise both water conservation and tap-water supply and prepare effective action plans based on local conditions and water availability, with coordinated participation from the Water Resources, Public Health Engineering, and other concerned departments.

He said the Jal Sanchay Jan Bhagidari Abhiyan and Jal Jeevan Mission are directly connected with people’s lives. Effective implementation will not only improve drinking-water availability today but also strengthen water security for future generations.

Chief Minister Shri Sai said Chhattisgarh has the potential to set a national example in water conservation through coordinated government action and sustained public participation.

“Our goal is to build a Chhattisgarh where water is better conserved, water sources are secure and enriched, and every family has easy access to adequate and clean drinking water,” Chief Minister Shri Sai said.

Chief Secretary Shri Vikas Sheel, Principal Secretary to the Chief Minister Shri Subodh Kumar Singh, Secretary to the Chief Minister Shri P. Dayanand, Secretary of Water Resources Department, Shri R. S. Toppo, Secretary of Public Health Engineering Department, Shri Abdul Kaiser Haq, Special Secretary to the Chief Minister Shri Rajat Bansal, Joint Secretary Shri Prabhat Malik and senior officials of the concerned departments were present at the meeting.
